06/29/2016 - 2016 Under Armour Showcase: Baseball Factory's National South This savvy RHP prospect has a good feel for pitching already and matches that with the stuff to get hitters out at the next level. Billy has a free and easy arm stroke from a 3/4 slot and pounds the zone with strikes. He works with good tempo on the mound, dictating the pace to the hitters and not letting them get comfortable. He features a fastball that sits in the upper 80's with good life, a mid 70's curve that flashes sharp break and a good changeup in the upper 70's. Billy shows good command of all three offerings and a good idea of how to get hitters out. He has the stuff and feel that will easily play at the next level.

12/20/2015 - Baseball Factory Christmas Camp & Tournament at Pirate City - Session 1 Billy is an exceptional young arm that ran his fastball with sink up to 87 mph in his most recent outing with Baseball Factory. On the bump, he had a great feel for pitching, with poise and repeatability. He hid the ball well through the delivery, had present arm speed, and drove with his legs. His FB with sink proved to be his out pitch as he over powered some hitters after working his 68-71 mph 11/5 CB. Defensively at short, he has good range with an ability to get to balls right and left and finish plays with arm strength across the diamond. His glove played soft and subtle and he had a clean exchange to throw from multiple arm slots with carry. Offensively, he worked the barrel through the zone on a direct path with hand and hip coordination. He was level to and through the zone and flashed present pop. All in all - Billy is a coachable player that works hard and plays with the team in mind.

08/03/2015 - College PREP - Wilmington, DE Billy is a talented RHP who has an effective 3-pitch mix. At 6'1"/170 - he has a pitcher's frame that will only continue to fill out. Arms works loosely & quick as he drives off the rubber and works downhill / in-line toward the plate. FB jumps out of his hand and cracks the mitt at 86 mph. He hits his spots well and throws strikes consistently. Curveball has 11/5 shape with tight spin and good action. He maintains the same arm speed on all pitches which helps to create deception on his off-speed. As a hitter - Billy shows an athletic/balanced setup with fluid rhythm to load. He whips the barrel through the zone with speed and connects with pop, spraying it to all parts of the field. Even more power potential is there with more lower 1/2 drive. Sullivan is a solid prospect who will challenge hitters and compete every time he take the mound.

Our main goals with the BF "10-70" Scouting Scale are to provide the player with a realistic evaluation of his "PRESENT" abilities (what he can do today), and to provide college coaches with information they can use to identify and/or compare potential recruits.

Tools are graded for all players and pitchers, regardless of age or graduation year. However, for High School players we use only grades 20-70 (grades 10-18 do not apply), while for Middle School players we use only grades 10-52 (grades 55-70 do not apply).
