Official Scouting Report

  • Class Rating
  • 3B/RHPPosition Projection

12/20/2015 - Baseball Factory Christmas Camp & Tournament at Pirate City - Session 1 Carl is a coachable player who continues to show improvements in his baseball abilities. Foot speed has really improved as he ran his best 60 time to date, now a solid 7.31 runner. At 3B, hands / feet work well together as he displays a sure glove. At the plate, hitting / power potential has improved through a balanced setup. He has strength in his swing with the baseball jumping off the bat when centered, mainly to the pull side. Power grade will continue to increase as he works to utilize his lower half more aggressively. On the mound, he threw his top velocity to date, topping out at 73 mph. Breaking ball displays 11/5 shape with gradual break and shows outstanding control as he throws strikes with all his pitches.

09/27/2015 - College PREP - Bowie, MD Carl is a 2-way player (3B/RHP) who has a big/tall build (6'1"/250). On the mound, this righty throws a 4-pitch arsenal from a high 3/4 arm slot. He works to a controlled balance point, stays directional and remains compact throughout his delivery. FB ranges from 71-72 mph as he pounds the zone with strikes. Curveball has 11/5 shape with good action. Changeup is thrown with FB arm speed helping to create deception. Added velocity will come with more lower 1/2 drive off of the rubber. At 3B - Ratliff hustles into a square fielding position and tracks GB's into his mitt. He secures the ball, gathers well and has a clean exchange to throw. Offensively, this righty displays a square stance with fluid rhythm in his hands. He whips the barrel through the zone with some speed and connects - he has the ability to take the pitch on the outer 1/2 the other way. More extension through contact will help to increase power at the plate. Carl has skills and is a couple adjustments away from getting to where he wants to be.

Tool Grade Scale

Our main goals with the BF "10-70" Scouting Scale are to provide the player with a realistic evaluation of his "PRESENT" abilities (what he can do today), and to provide college coaches with information they can use to identify and/or compare potential recruits.

Tools are graded for all players and pitchers, regardless of age or graduation year. However, for High School players we use only grades 20-70 (grades 10-18 do not apply), while for Middle School players we use only grades 10-52 (grades 55-70 do not apply).
