12/06/2020 - All-In Membership - Sacramento, CA Cesar is an athletic SS/RHP who has a tremendous future on the diamond. At the plate, hands are quick (85 mph exit velocity) as he squares the ball up consistently driving it on a line. Defensively, he takes a quick first step and has plus lateral range as indicated by his superior foot speed of 7.03. He creates angles around the GB with fluid actions. DP turns are quick with zip (91 mph velocity) on his throws. Defensive abilities are excellent as he shows big play potential. On the mound, he gathers over the rubber and separates his hands on time. He works with a loose arm and extends through on his release, staying inline towards the plate. He shows a two pitch mix with his fastball topping out at 81 mph. Breaking ball displays 11/5 shape with gradual break. Control is solid as he throws strikes with all his pitches. With 2 years to further develop, Cesar has a ton of upside and possesses the skill set that will play at a very high level.

12/27/2019 - Under Armour Baseball Factory Recruiting Classic (Ages 14-18) Cesar is an athletic and hard working 2-way prospect that was eager to learn. At SS, Cesar is on time with his prep step, he presents a low/early glove, and works from the ground up. He makes the routine play and can throw from multiple arm angles. Continuing to improve his first step quick and building arm strength will improve his ability to play SS. At the plate, Cesar starts in a squared stance, he has a simple load, and attacks the fastball early in counts. He gets his foot down on time, he attacks the inside part of the ball, and makes consistent hard contact to all fields. He needs to continue to improve his bat speed and use his lower half. On the bump, Cesar has a clean arm action and finishes over the front side. He has tight spin on his breaking ball but needs to have more command of his fastball. Finding a balance point and riding his back leg will improve his ability to throw downhill. Cesar will continue to improve with experience and we hope to see his progress in the future.

11/09/2019 - College PREP - Fremont (San Jose), CA Cesar is a SS/RHP prospect who will graduate in 2022. In the field, Cesar shows active footwork and takes good angles to the ball. He fields in a square position and makes a clean exchange. He gains momentum well on his throws, keeping them consistently on-line to his target. Fielding the ball out in front of his body can help Cesar improve defensively. At the plate, this RHH sets up in a tall stance and gets into his load well. He works to barrel up the baseball and sprays to all fields. Cesar can improve as a hitter by working a smoother rhythm into his load. On the mound, Cesar works with a loose arm and stays inline towards the plate, finishing square to his target. He shows a two pitch mix with his fastball topping out at 80mph with tailing action. Breaking ball sits from 63-67mph with 11-5 break. Long tossing to build up his arm strength can help Cesar improve as a pitcher. Overall, Cesar is a solid prospect who has the potential to further develop his skills on the field.

Our main goals with the BF "10-70" Scouting Scale are to provide the player with a realistic evaluation of his "PRESENT" abilities (what he can do today), and to provide college coaches with information they can use to identify and/or compare potential recruits.

Tools are graded for all players and pitchers, regardless of age or graduation year. However, for High School players we use only grades 20-70 (grades 10-18 do not apply), while for Middle School players we use only grades 10-52 (grades 55-70 do not apply).
