12/27/2008 - Under Armour Recruiting Classic 2008 Phil is a two way player on the mound and in the OF with a tall, thin frame that does show future projection as it continues to fill out and muscle strength is added. Foot speed is above average and he utilizes his quick, athletic feet in covering ground, displaying plus range. He does need to work on reads to take better first steps in getting on proper routes and angles to get behind balls. Defensive abilities are slightly average with room to improve. Arm strength is solid average but does need to get on a strict long toss program to aid in further developing more arm strength and raise velocities. At the plate, hitting abilities and power are near average. He flashes bat speed with some strength in his swing. He does have some mechanical flaws that are hindering him from reaching his full potential. Hitting grades and power will improve quickly with instruction and adjustments at the plate. On the mound is where Wheeler's future is. Fastball is above average showing a on a downward plane with solid angles. Breaking ball is solid average displaying an 11/5 shape with hard late bite. It shows potential to be a quality pitch at the next level. He utilizes his strong body well through his delivery and pounds the strike zone. As more arm strength is developed, his stock on the mound will rise quickly.

Our main goals with the BF "10-70" Scouting Scale are to provide the player with a realistic evaluation of his "PRESENT" abilities (what he can do today), and to provide college coaches with information they can use to identify and/or compare potential recruits.

Tools are graded for all players and pitchers, regardless of age or graduation year. However, for High School players we use only grades 20-70 (grades 10-18 do not apply), while for Middle School players we use only grades 10-52 (grades 55-70 do not apply).
