08/09/2010 - College PREP - Trenton, NJ Billy is a strong, lean, projectable, 2-way player that plays OF and Pitches. He is aggressive to the ball in the OF, he fields the ball on his glove side, and he plays through well. He has sure / playable hands, good footwork, and throws accurately with carry to his target. If Billy can work to get behind the ball sooner, and use 2 hands, defensive numbers can get even better. On the mound, Billy has a FB that touches 84 MPH, and he pitches to contact. He has a compact delivery, he keeps his eyes to his target, and he repeats his delivery well. Billy has good glove side lead and makes good use of his lower 1/2. Added arm strength and a more consistent release point could insure Billy as a 2-way player in College. At the plate, Billy has a quiet, relaxed approach and quick / strong hands. He has very good bat speed and good pop in his bat. More extension through the ball, and a leveled off swing could help strong numbers get even better.

01/15/2010 - Under Armour Pre-Season All-America - 2010 Cullen continues to show steady play in his baseball abilities. At the plate, power grades have improved as he shows a solid feel for the barrel as he was 2 for 5 with a 3B at the event. On the mound, fastball showed a range of 78-81 mph with average off speed pitches. He displayed better mechanics out of the stretch and could be a quality arm out of the bull pen.

06/19/2009 - USA Baseball 16U Championships (FL) - 2009 Billy is a young, two-way player in the OF and on the mound as a RHP with a tall, athletic looking body that shows future projection. Foot speed is solid average and he will benefit by getting on a speed / agility program to improve foot quickness for the next level. He reads balls well off the bat and takes proper first steps in getting on proper routes and angles to track down balls in the OF. He needs to work to get behind balls more to play through with momentum to target. Defensive abilities in the OF are solid average. Arm strength is above average showing carry and accuracy as he shows a solid crow hop with hands and feet working together. He needs to get on a strict long toss program to aid in further developing more arm strength, raising velocities. At the plate, hitting abilities are near above average with solid average power. He shows a solid approach with the ability to turn on the baseball. Swing path is long due to an arm bar created in the load. He has potential with instruction and adjustments at the plate. On the mound, arm slot is over the top as he works on a downhill plane creating tough angles on hitters. Fastball shows tail and is a plus pitch when located down in the zone. Breaking ball displays 11/6 shape with tight spin but needs to develop a consistent release point. Cullen's best tool is his attitude and the way he plays the game always hard. He is a great listener and willing to make adjustments to better himself. With 2 years to further develop, Billy has potential and will be a solid collegiate player as he continues to improve.

Tool Grade Scale

Our main goals with the BF "10-70" Scouting Scale are to provide the player with a realistic evaluation of his "PRESENT" abilities (what he can do today), and to provide college coaches with information they can use to identify and/or compare potential recruits.

Tools are graded for all players and pitchers, regardless of age or graduation year. However, for High School players we use only grades 20-70 (grades 10-18 do not apply), while for Middle School players we use only grades 10-52 (grades 55-70 do not apply).
