03/28/2010 - College PREP - Washington (Pittsburgh), PA Phil worked out at both SS and RHP, and showed some improvements at both spots. In the INF, Phil's arm grade improved from 42 to 45, and his arm is accurate with some life. He fields the ball in rhythm, his glove works well, and he keeps his head down on the baseball. Phil gets rid of the ball quickly, and if he can field through the ball better and have more active feet, we could see defensive abilities continue to improve. On the mound, Phil has a smooth delivery and good control. His FB and CH have good movement and he has some life in his FB. Phil improved his delivery and arm action from 40 to 45, and he keeps the ball down in the zone. If Phil can work to stay tall, and have more loose actions, pitching grades can continue to improve. At the plate, Phil has a balanced approach, level bat path, and he works the ball up the middle. He has good bat speed, and with improved rhythm and better extension, we could see hitting numbers rise. Phil is a solid 2-way player with 2 High School seasons left.

10/21/2009 - Arizona Junior Fall Classic - 2009 Phil continues to show solid steady play in his baseball abilities. On the mound, fastball shows a range of 74-75 mph on a downhill plane that creates tough angles on hitters. Command and control continues to shine as he throws strikes with all his pitches to both sides of the plate as stock on the mound will continue to rise as more arm strength is developed through a long toss program. He continues to shine at the plate as he displays loose hands and a solid feel for the barrel. (Phil was also just recovering from a case of mono that he had right before the event and played well at the tournament considering this. This may explain the drop in velocity on the mound, as we have seen him 76-78 mph in previous games).

08/05/2009 - Pirate City World Series - Session 2 Phil is a young two-way player at SS and on the mound with a solid, athletic looking body that shows projection as he continues to physically mature. Foot speed is below average and he needs to get on a speed / agility program to improve foot quickness for the next level. Feet are active and show solid glove action in making the plays. Defensive abilities are slightly above average in the middle of the IF. Arm strength is slightly above average as well but he will benefit by getting on a strict long toss program to aid in further developing more arm strength, raising velocities. At the plate is where Cacchione shows best displaying above average abilities with above average power. Hands are quick and direct to the baseball, generating bat speed through a level swing path. He shows a feel for the barrel with the baseball jumping off his bat when centered. On the mound, he challenges hitters as he throws strikes with all his pitches and works to get ahead. Fastball shows a range of 76-78 mph with sink on a downhill plane that creates tough angles on hitters. Off speed pitches are average and need further development to be quality pitches at the next level. With 2 years to further develop, Phil has abilities with a lot of room to improve.

Tool Grade Scale

Our main goals with the BF "10-70" Scouting Scale are to provide the player with a realistic evaluation of his "PRESENT" abilities (what he can do today), and to provide college coaches with information they can use to identify and/or compare potential recruits.

Tools are graded for all players and pitchers, regardless of age or graduation year. However, for High School players we use only grades 20-70 (grades 10-18 do not apply), while for Middle School players we use only grades 10-52 (grades 55-70 do not apply).
